Homeland Security Coordinator, City of San Diego Office of Homeland Security
Tiffany Vinson has served the City of San Diego’s Office of Homeland Security since June 2015. Ms. Vinson leads the Office of Homeland Security’s Strategic Initiatives Section, which focuses on emerging technologies, including unmanned systems, artificial intelligence, smart city integration, and cybersecurity. Vinson heads the City’s UAS Working Group, as well as the San Diego Regional UAS Working Group, which developed a UAS policy balancing public safety and economic development.
Prior to joining the Office of Homeland Security, Vinson served as Director of Outreach and Policy Advisor to several City of San Diego Councilmembers, and provided guidance to numerous other elected officials throughout San Diego County. Ms. Vinson advised on intergovernmental affairs, public safety, labor relations, and participated in bipartisan negotiations of the City’s $3.0 billion budget.
Vinson serves on the California Governor’s Office of Emergency Services Cybersecurity Task Force and sits on its Economic Development and Information Sharing Subcommittees, focusing on leveraging technology and best practices to integrate cybersecurity into emergency response. Ms. Vinson represented San Diego on the State’s Homeland Security Strategy Cybersecurity Working Group, bringing her legislative background to support development of programs, goals, and objectives that support cybersecurity emergency preparedness and response. Vinson also serves alongside DHS and the Law Enforcement Coordination Center as an Advisory Board member to the San Diego InfraGard Members Alliance, an FBI-affiliated organization that assists in mitigating criminal and terrorist threats, risks, and losses through strategic protection of regional critical infrastructure and key resources.
